Labor Market has a direct & signifanct impact on the decisions made by Human Resource Managers & organisation's management as far as recruitment & rentention programs are concerned. 

When the Labor market is highly competitive, Human Resource Personnels have to make very critical & wise decisions are as far recruitment & rentention of employees is concerned. They have to sieve the best out of the best & their work is made far easy to sort out the best suitable & competitive candidates for employment.

When the Labor market is not highly competitive, Human Resource Personnels have to make very critical decisions as far as recruitment & rentention is concerned. They will have to adjust their policies (job descriptions & job specifications) to meet the actual state of labor market if it is not competitive enough. Also the organisation's management will have to incur more in training & development of employees ti meet their expected standards.

I think the European Labor market is still the most competitive followed by the Asian labor market and now the Middle East labor market has gained more momentum thus it will be more competitive with time
