Why can't HR Managers think innovatively in recruiting a candidate?

I think the question should have rather been- WHEN it happens, why can't HR Managers, think innovatively in recruiting a candidate? The way the questions stands at the moment, is generalisation which is not correct since it does happen in truth.

When this does not happen, my personal opinion is that this can be attributed to various reasons being -

1. The HR Manager selected was a wrong choice and does not have the correct tools, knowledge, understanding or ability to judge individual character etc to perform to expectations,

2. The HR Manager cannot perform due to rules set out by company procedures

Innovation does not neccessarily come with theoretical knowledge.  Knowing and understanding as well as recognising the abilities, knowledge and job attitude of applicants also has a lot to do with this. 

Choosing a candidate with the theoretical knowledge but no  hands-on job experience does not always give him/her the ability to perform to what is required.  I believe that being HR Manager is so much more than just seeing an applicant and employing him/her according to what is in front of you.  Its recognising the deeper human nature, the education, attitude towards the job and fellow workers- well, there is just so much more to this that one simple answer is not enough.
