If there are strategic problems and if they are not solved, it means the only one plan is made and carried out to complete the project or the task. There should be at least PLAN B so that things could be revamped, reorganized and milestones are revised as per the changing situation
Strategic problems are planned over due course of time. Responsibilites are assigned to each indivudual to complete the action/goals to achieve. If unable to solve, one should go back and check on each steps/ measures taken to achieve that strategic goals. Hold on each person responsible for the errors done, find out what was the issues faced by them and rectifiy the other solutions and ways to get to top.Get team discussion as it will give more options to find a path.
1- Reviewing all procedures taken, in order to be sure that the "scientific methodolgy problem solving", is followed up step by step, especially the feeding back system.
2- Otherwise, the " Vission" or the " Mission" of the organization are not clear enough to generate accurate strategies.

If the problem is strategic, in the wider context of strategic planning, which itself is an iterative process, then the solution will be to change the strategy.
Strategy depends on the strategic objectives of the organization, derives from its vision. If the problem is strategic, then the entire cycle must be revisited.
Traceroute the root cause of the problem using analysis and get everyone involve to solve the problem. try brainstorm sessions to gain more insides of the problem. Definitely you will get good number of solutions.
A part from the kind of the problem, I follow the path of problem solving until I reach number of solutions in which I select the best one. However, strategic problem solutions are mainly related to deep analysis of pros and cons of each solution; time, moneywise and available resources. I think decision making will not be indiviual in such cases.
