Not all the problems are same and so are not the solutions for them, but the baseline of problem solving is more or less same for almost all the problems.

As the question is about "start to solve" hence it does has a calculated answer of problem solving methodology. You need to do the following to start solving the problem.

Analysis: The details of the problem and the root cause of it. While doing this analysis you have to take a special care to prevent yourself from being bias. Many times the problem is not a “Problem” but only that it’s not happening in your imagined way, though its still reaching to the targeted goal. Anyway the point is to be very unbiased and see the scenario from all perspectives.

Stakeholders: Prepare a list of stakeholders. These are the people who directly or indirectly will be effected by this problem or its solution. Some of them may be are active-stakeholders these are the people whom you may need to involve for implementing the solution, while some would be the passive-stakeholders, these will not be participating but will see the change after the problem is solved. Involve and get involved with the Active-Stakeholders take their perspectives and opinions to compile the solutions.

Impacts and Risk: Do a study of Impact and Risks regarding the problem and its possible solutions, do a complete homework to cover all the angles and aspects of the solution.

Solution: Combine all the analysis and material you collected in the above mentioned points. The common constraints are Time, Cost and Quality, see what you have in hand and what you may compromise on. Make sure to consider the other constraints like legality, privacy, reputation etc are also considered well. Consider the long term solution and the short term solution. Prepare more than one pathways and grade them Plan A, Plan B and C.

Finally: Make sure to present the solution to all the stakeholders with the positive pulse. Document the relevant material and be confident for the suggested solution.
