yes it helps a lot to employer and you because first of all your personality is described by your picture this is the only way to impress yourself by attaching a good official picture for employers 

I think it add value to add picture to CV. we have different modalities, visual, auditory, kinesthetic. For a recuritor who has high visual modality, adding a picture can be beneficial.
