In hiring an employee does management look at the individuals experience and ,education or the individuals personality,passion and drive?

well i strongly believe education and experience should come later though they are important but from my experience in working with people i discover people that delivers an outstanding output are those that has good personality,fierce passion and drive  for the job in question and love performing  their  job because love it and  not necessarily the reward that comes with it.they are those that always want to do something difgferent,they sleep ,wake up with their job and even learns faster when their organisation embraces new technology or innovation

Usually employer should be looking at two aspects upon recruiting for any position: skills and capabilities. What is mentioned above in your question goes into these two categories. Recruiting candidates for their eduction and experience alone is not sufficient and on the other hand recruitment decision should not be based on personality, passion and drive as you cant afford training individuals and cant accept amateurs in your organization for certain positions. A mixture of both is highly recommended always.
