Universality concept of management means we need to take people’s culture, preferences and expectation into consideration while initiating management principles /approach.

The same management approach does not work in all countries as the people have their own cultural value system.

For example, in some countries, people will do overtime work even on regular basis with a smile as they will earn more money. But in some other countries the same does not apply. The difference is someone wants more money for well being of the family but in some other countries people wants to spend more time with the family.

 

So, management approach is to be intertwined with the value system of the society.

In a philosophical sense, management is really an art primarily since it pertains to how we do things purposefully. From time immemorial, man has had the need to do things in his best interest. 

He has always been faced with obstacles, had to deal with issues, make decisions and then implement for his own good. 

Every group of people or organizations must do the same. How well they discern issues correctly, and make decisions and implement corrective action is all about the art of management. The science of management came later when scientist attempted to encapsulate this knowledge by studying it.

The point is that management is really practiced by all.

As a Matter of fact , the universality of "Management" as a "Science" and also as a "Professional", depends on the following four "functions", despite of the place of education or even applying:

1- Planning.

2- Organizing.

3- Supervising and following up.

4- Controlling and correction.

A Good Management revolves around its basic pillars and they are :

Planning, Organizing, Directing, Controlling, Staffing, Budgeting Coordinating.............

Management is an Art, Science, Commerce and Legal.

This concept implies that all managers, regardless of the existing organizational hierarchy they are currently involved, perform a similar/ identical function; as a result, a manager knows that he/she has a role which is transferable from one company to another. 

In every company, the managers perform every aspect of their managerial role. If this concept is widely accepted, then we can conclude to the fact that mangement is actually a  universal concept.
