As a manager I should first discover why he does not commit with rules then if this manner does not come with results I have to warn him

Agree with Mr Omar Saad's reply, also appreciate very much to refer to my answer to the same question in "Arabic Language".
I would talk to him/her. I would ask questions in order to find out why he is not committed. Also in the conversation I will understand whether he/she understands the com[any's rules and guidelines and why we need them.
He should not give up with him/her also not to fire him/her, a Manger has to change him/her to the best.
First attempt to dialogue with him and understand the problem and hear his point of view and try to resolve the dispute or problems and if there is no benefit to deal with it according to the rules of procedure of the company

The manager should inforce the company internal procedures
You must check how important that employee is to you and the organization, is he having any issue in complying the rules, Is he habitual or has some difficulty to comply with the rules.
You may talk to him and advise to comply, if again he breaches you may server notice to him and initiate inquiry for such behaviour. Always remember there are exceptions to the policy if he is performing is job well and possess special skills......Let the matter to HR dept to handle it with your comments and instructions.
First try to proper motivation, because the power motivation is stronger than atom bomb. After motivation if not change then you seems that he have not proper knowledge of practical & theoretical regarding the job. .........................Thank you for invitation.
he should be warned according to labor law then noticed for termination if he does'nt commit with company rules
Give him an other chance after that a warning and still he/she does it relieve from service. Bad employees cannot deliver according to organization goals.
