On the contrary, i believe planning also needs creativity. The imagination and conceptual understanding part of planning is boosted by a creative mind of the person who is a planner. Planning can be done by a person who knows the job and has experience, or who can understand input from another experienced person. But nowadays projects are more complex and are no repetitive set of scopes. So imaginative power is a good bonus. Thus my opinion is that creativity adds to planning as it does to any works in the world.

I think the planning skills are some characteristics and features which are got for some people who have had a set of the comprehensive experiences accumulated and make them have high capability to set up good plans for the foreseen future as expectations possible to be realized in a certain field.

Planning skills are focused on the distinguished persons who have an excellent vision to predict and prospect what will happened in the near future in order to set the proactive plans and solutions for the treatment.
