I will vote for both, yes and no, reason being, in organization where top management is aware of utilizing the importance of HR and HR department is technically capable of offering solution to them are utilizing them at macro and strategic level. Otherwise, in medium or small size organization which are run by less ambitions individuals are using this department as just support function i.e. to record attendance, maintains files, records, issuing appointment letters and full and final settlement and there the competencies of such HR professional is of operational level. So those HR professionals who believe in Business Partnering concept are investing in them and work as strategic partners.

للاسف اغلب الشركات في الوطن العربي تستخدم المصطلح ولا تعمل به باستثناء بعض الشركات الكبرى التي تمارس الموارد البشريه على اصولها

Companies which believe the 'CORPORATE CULTURE' and 'VALUE" are practicing the HR in true sence. Without HR any individual company can not stand on its own foot. Then why unnecessarily company uses this term?? Nowadays Companies are much aware about the importance of HR.
