I don't think a good trainer is enough to make a training good. I think the following are as essential as the proficiency of the trainer:
• training that everyone enjoys
• training that meets the learning objectives set for the course
• training that has sufficient but not too much time alloted for delivery
• trainig that is flexible enough to meet the above criteria and overcome any hiccups along the way
True, if the training is meeting all of its objectives through the trainer.
In QA, a list of KPI's with certain tools are acquired with each training to be assessed. So it all depends on what you assess, definition of the term "good", and training objective and deliverable.

The trainer's role is that of a 'facilitator' as well as 'instructor' during the training program. Using his diverse set of skills, he has the responsibility of ensuring that learning takes place. This can happen if the trainer creates an atmosphere and environment that encourages the learning process and participants to get engaged with the curriculum.
both are essential for each other but never forget the third party involved, trainees. if the selection of trainees is not accordingly then good trainer or training material will not get the desired results. so i guess target audiance is important too.
