At least is it not a right time now for us, leaders, to use PRAISE and RECOGNIZE as motivators, when money is limited available for use to motivate?

Cost Optimisation Plans are directly looking at the employability. This is the talk of the town in the oil rich countries because of the one desires to maintain the leadership in supply than demand. Therefore, motivating and engaging employees to go the extra mile, to contribute more ideas and work harder to achieve and exceed the business objectives become survival of the fittest. This is the needed for at least next few years to overcome the cash-flow crisis.

I always say this that you dont need money to motivate people.  Its the culture where work and indiidual contributions are valued and celebrated.  Programs like Best employee etc are introduced and rolled out in a fair manner.  Every person has external and internal triggers of motivation.  If a leader is experienced, trained, and competent enough, he would easily be able to motivate his team to produce.

Praise and recognition dont usually cost but still it is rare to see it out there.  I practice it a lot and have been able to get the maximum out of people without monetary methods.  its about making the person feel wanted and valued
