1st thing1st. examine the whole network hardwares and running services. bulk services on a light hardware or irrelevent configurations causes down network response time. to troubleshoot such issue, you need to upgrade hardwares and using Gigabit interfaces rather than fastethernet. use STP CAT6 cables if using any lighter one. And instead of using hubs, use L3 switches, as it can handle network traffic smartly.
