THe HR department is not responsible for the performance of employees, however they are responsible for tracking their activity level within the company. They're also responsible for creating a comfortable environment for the employees to work in, which in turn might increase their motivation level as well as performance.

Let’s understand the situation and accountability of different department for an underperforming employee.
Case 1
If employee is new to the system (May be before confirmation: - First 12 months maximum) and not able to deliver the desired result and even performance is not improving. 75% responsibility goes to HR and 25% to concerned department and reporting manager.
Reason about the above accountability %.
# HR is responsible for screening a new candidate as per desired profile.
# HR is responsible first round of interviews.
# HR is responsible for induction of the selected candidate.
# HR is responsible for assimilation of the new employee.
# HR is responsible for initial support and training of the new employee.
So HR has a bigger role to play in case of new employee and if that person underperforms HR should take accountability for that.
Will not discuss regarding concerned department and reporting manager as it’s not related to this question.
Case 2
If employee is old in the system (May be more than a year) and not able to deliver the desired result and even performance is not improving. 25% responsibility goes to HR and 75% to concerned department and reporting manager.
Reasons about the above accountability.
# HR has responsibility of employee satisfaction.
# HR has responsibility of timely training, and growth.
# HR has responsibility of looking into employee grievances.
So HR has a role to play even in case of old employee but not as big as reporting manager and concerned department. So if that person underperforms HR will have to take accountability but it will be on lower side.

Though HRD is not directly responsible for the performance of the employees, we play a key role in making the work place better and safer. This can be anything like addressing the employees query on time, organizing floor activities, understanding the issues of non-performance of employee and escalating the same to their Line Managers etc. This in turn makes the employee happy about the work place and it shows in their performance.
HR is responsibility for providing all tools, systems and best practices for managing, improving and measuring performance to the Line Manager. However, day-to-day employee management remains the job of the Line Manager and any responsibility for non-performance would rest with either of them as well.
