It is definitely all of the above, however you can sort them in order of importance.
Merchandising in my opinion is number one because it is a major factor in how you price your products and also has an effect on the quality of products that you're supplying.
Second in place would be customer care because if you have a bad reputation for lousy customer service, then word will travel fast and your efforts in marketing will be pointless. Ensure to treat all your customers with care and interest in order for them to become returning customers.
Sales and marketing would come in third place together because you cannot have sales without marketing, and you cannot have marketing without sales.
Merchandising, we need to fulfill and understand customer needs before embarking on all the 7 P's.
All above roles are vital to a retail outlet. But merchandise dept is back bone of retail.
All are important figure. But I think Merchandising is most important key.
It's all of the above.
However if you will put it in a numerical order this things would go:
1.Marketing - Items that your are selling should standout in the business as well as to the market that is:

Infact, all the points has its own role and importance in retail envt...Each role is inevitable & the moment one is given more importance, it becomes imbalanced
