What are the criteria that guide the investor as the initiator of the project in his / her decision?

I do believe that the main criteria is " Cost / Benefit analysis".

The net discounted cash flow from the project with its time value of money generated from the project

The main criteria I would think is Cost, Tim, Quality and also you could consider the experience of the project teams to handle the task and deliver.
