Since "The Leader" in fact, is missing the formal authority of "The Manager", but he only have the acceptance of the team work members.
Whereas, "The Manager", is only have the formal authority, but he in fact, is messing the acceptance of the team work members as "The Leader".

And You can not create commander

Leadership , are inherent qualities and skills born with person , and it is not necessary this person turned to manager at the end of his-her journey , may be; employee, scientist, judge , but has mentioned qualities ( Do not forget formally Person in the formal position in an organization in top management and has leadership qualities called LEADER)
Manager, An ordinary person has been promoted due to his-her achievements, activities,connections, but he-she has not required qualities to be Leader so he-she is not Leader

A manager is not always accepted by the team as beeing the person who deserves the position. Especially young managers or the outcomers in a company encounter this problem. The leader is the one accepted by the group.
Manager = job title
Leader = character trait
Leadership skills = something anybody can learn: some people are naturally better at this than others
Think of the past US election, Clinton ( not all leaders are managers), Trump (not all managers are leaders). Even in your company organization, it is all about politics.
