How to develop the standards of performance for new implementation project?

standards for performance during implementation of the project are the criteria for acceptance of the project deliverables which is illustrated in project quality and safety document submitted at the initial stage of project engineering in accordance with requirements of ISO 9001/ 14001/ 18001 quality system leading to quality assurance and quality controlled procedures and activities with due inspections, certifications, audits and continuous monitoring and closure of non conformance

Project performance standards are developed and decided in planning stage by taking inputs from all stake holders such as scheduling, costing , resource management people and by lessons learned history.

first assigning responsibilities with clear responsibilities to all how are concern (written) , put the technical specifications , provide time schedule follow the critical pass , improve stocks and ware houses using the software for that , facilitate transport to the site and accommodation for workers , provide money for direct and emergency purchase , survey the service companies around you and pick the best of them , provide enough computers for data entry and reporting  and provide mobiles for necessary communications and of coarse there much rooms for improvements , these are some of them
