Why VLF signals can penetrate in water?

VLF [Very Low Frequency].VLF waves are useful scientifically because they largely reflect at the D region of the Earth's ionosphere (60-90 km altitude), and are thus efficiently guided in the Earth-ionosphere waveguide to global distances.Radio waves can travel in water/liquid.But due to the alkaline nature of Sea water, the wave propagation is bit difficult.Still with the use of an antenna/ariel and a transmitting station, tasted signal/frequency range [3 Hz to 30 kHz ] can be used efficiently for communication purpose within liquid or water, mainly for submarines.

VLF signals have frequency between 3kHz & 30kHz. These signals have the capability to penetrate in water and can penetrate 40 meters inside water. These signals are very much like sound waves so they can travel through water.
