It is far better to employ someone with the experience required to get the job done that one with so much books on their head, but needing a lot of supervision to have them on their feet. It takes quite some time for one to gain the required expertise to do something without supervision which in effect, slows down productivity of the trainer as they concentrate on the learner. But hey, once the learner masters what is required of them, their books may guide them to even greater productivity. So it depends on the person that holds what level of education.
I think it's better to have bachelor degree with some experience. Because already literature for anything You have done. Now you take a time to do the Practical thing and do some experience. And during an experience, you also learn a lot and revise your past knowledge. Then you have to go for Master degree. That's best.

I think it's better to have a bachelor and master's degree without experience rather to have a bachelor's degree with little experience. With a master's degree you can acquire expeience more easily and quickly and be more effective because you possess more knowledge.
