The planning skills of a potential employee can be assessed through an interview in which he/she could be asked to demonstrate one's previous undertaken of a project.
It is really a good question. There are some criteria to assess him as :
1- Respect the time during the interview and work
2- Organization of his questions and answers during any meeting and appointment
3- Inspection his Resume/ CV Document to know a further about his ability in Planning Skills
4- Giving some exercises in the work planning to discover his capability in the field
5- Set him with a work team with task to be achieved in a certain time
6- Observation his behaviors and initiatives during the problems and crisis
