Why should a manager be constantly informed of the problems to be solved and the means at his disposal?

As it the only way to record the problem's subject and how it is being solved on "The organization's historical log", for recalling whenever same problem raised once more or facing same problem at any other departments.

it add to his experience on how certain problems should be handled, it also gives him an idea about his subordinates and their contributions, at some point in the future there will be standard procedures in how to handle problems, so that would be helpful too.
