I think that every job requieres Ethics. Ethics involves attitude, behavior, respect, communication, and interaction; how one gets along with others. Whether if this person is a simple employee or a doctor, work ethics demonstrate many things about whom and how a person is.
Doctor, Accountant, Safety inspector, Cashier, recruiter, and the list goes on. Depending on how big the damage can be when the employee is not ethical.
In order to breakthrough one needs to understand why he is posing such a barracade. It could be that he has a previous bad encounter with an agency, or that he doesn't have the budget available to include an agency, or that he beileves that he and his team are sufficient enough to fulfill the requirements without any external help. I would suggest building a relationship with the manager to probe more into why he is so against the involvement of an external agency so that are you may be able to develop a suitable proopostion that overcomes his inhibitions to work with you. In doing so you may not have his business today but the relationship may become fruitful in the future.
All job roles required the highest level of work ethics,but in marketing jobs you will always face diverse people all the time and sometime a little piece of ethics gives a great reward.A reward which sometimes you cannot receive at any struggle/cost but treating ethically may provide it free with much more honor.
In the business sense, Marketing professionals, Sales, and Procurement are the most roles that are facing the temptation of "bribery" to get things done. If a person involved has a weak moral character, things get compromised. However, "work ethic" is expected in all levels of the job roles, but much those in higher positions as authority can sometimes be mistaken as "power".
Every role requires ethics in its performance,none more so than leadership roles.Whether as organisation,division,sectional or unit head the highest ethical level should start at the very top.The highest ethical standards must permeate organisation-wide and strictly adhered to.
