Yes of-course it is important. Without proper communication the advertising agent wont be able to know the concepts and the ideas of the clients. So with better communication we can trace out the ideas as per the clients, and we will be able to do our homework with two or three sample sketches and present it them to the clients. Among those samples we can select one which is the most suitable one and we can negotiate with the clients that the same concept will be more suitable for the client. This is why we can't do a project if there is no proper communication and negotiation, has been made between the agent and the client.
