Thanks for the invitation. I think it makes them active but lazy too because when they are dealing with smaller tasks usually and a bigger task is assigned to them then they become lazy in performing the bigger task. This is my personal view.

Don't forget to tie them with bigger goals and company's objectives. Otherwise simply assigning short term goals might be consider as micro management and that can be discouraging.
