A planning project (feasibility studies, planning with detailed design, specification, schedule and cost) must have its intended output. The cost envelope of planning project is defined/calculated with respect to the intended output.
In research project, cost is to be incurred for an expected output/ solution/ finding but you may not get the result /output at all i.e expected output / result may be zero. If so, Research is undertaken again to find the clue so that you can align yourself to right direction
