There isn't. Remember that only perhaps one in four advertised jobs ever result in somebody being hired. Quite a lot of job adverts are simply invented by recruiters for the purpose of attracting CVs into their database.
The entire recruitment process in the industrialised world is profoundly broken. The people who broke it - the recruitment industry - are doing very well out of it, and they are the vested interest who prevent change. The system works badly for employers and very badly for candidates. Candidates have no power to change anything. Employers do, and a few have made things work, but they have no incentive or ability to bring structural change to the entire system.
Improvement will only occur when a large number of employers work out that they are paying too much to hire expensive workers who often turn out to be not as successful as they'd hoped.
To be fair to the industry, part of he problem is the large number of jobhunters who apply online (it's only a few clicks) to large numbers of jobs for which they are not qualified. This swamps the system.
