IN MY OPINION IT HAS TO BE A TEAM EFFORT, EVEN IF IT SHOULD BE MANAGERS WHO MOTIVATE AND CLOSELY MONITOR THE PROJECT. THIS IS NOT THE CASE, I HAVE RUN ACROSS MANAGERS, AND ESPECIALLY SUPERVISORS VERY COMPLACENT, AND INACTIVE, WHERE THEIR ONLY SCOPE WAS TO COMPLETE THEIR ACTIVIES ASSIGNED. IT SHOULD BE A SUPERVISIONAL PROSPECTIVE, THAT IS IF HE, OR SHE FOLLOWS THE CONTRACTORS ACTIVITIES IN THE FIELD, AND FOLLOWS UP IN THE PROCESS.
I feel it is the Leaders then the employees (by employees i mean the people who actually carry out task not the middle men) because a leader can make things happen but employees without a leader could result in conflict and ambiguous goals.
