How do you ensure that there are the necessary competencies in first aid and firefighting in the organization?

Describe what the requirements are for your organization and how you ensure it has sufficient and competent first aiders and fire fighters. Explain what training and qualifications are required for your personnel.

Have a look at your company safety plan, every number of employees there is a corresponding first aider. Similarly, have a look at your company fire plan there is a corresponding number of trained firefighter and equipment for every number of employees. If you cannot find it then look at the government local laws.

ensured the personnel competency by basic training certificate for first aid and fire fighting from the third party organisation. 

one first aid officer for fifty employees as per legal requirement.

as per legal requirement( QCS -2014), certified firefighters are should present in all location of the workplace as fire warden to monitoring of fire risk activities and materials, electrical source.

The best way is only practice. Nothing else wouldn't help. Of course that you have a good equipment and great group of guys who are ready to do what you say, especially if you have work in that field, they would look you as a teacher and that would help you a lot. With regards from me.
