My answer will be no because one cannot judge the level of a student only by written exams, There are students who score good marks in written exams but there practical knowledge will be less, in some cases even if they score less marks in exams, their practical thinking will be high. Each student have their own calibre and potential of excellence in a particular field. Written exams only identifies the students ability in studying, their writing skills etc. It will not count their level of excellence in that field
It is unfair to rely only on written exams; you need to testify different skills with different assessments. Besides written paper, there are other forms of assessment like practical and oral testing that can be applied and I think practical assessment is a good method to fulfill students future careers needs.
