Yes sometimes , when targeted person has the capacity to hold this responsibilities to be leader in the future , so it is depend on delegated person.

I wouldn't totally agree with below answer...I believe that by delegating responsibilities to other people we give them a chance to prove themselves...we put a trust and confide in those people and we shape that way their future. And not just to some individuals...but to everyone and yes- then its up to them whether they take that chance and use it as an opportunity for further growth. They may or they may not. But we can't  ever just choose "some" because of our own preferences at that time, we shall give it to all our team members.

Delegation is positive along with support and control, depending upon industry and functions.  

No doubt that delegation of powers helps in confidence building ,

It also helps in expertise and gaining experience.

It does helps in becoming Leader but more to related to be good and expertise Manager.
