Which countries are the friendliest and rudest to tourists?

Azerbaijan and Turkey and ........ are Friendly.But it depends to you how you behavior with people and their cultural.How you are familiar with the country.

Philippines is a very hospitable country when it comes to tourists visit or others. We tend to always value our visitors here too. But ofcourse I don't know with some countries because I've never been to other countries in my life yet. For the rudest, I don't want to judge but I think every country's very friendly with their visitors.

In some places people are rude if you don't know their language; it also depends if the individuals you are dealing with are locals or expats; therefore you can't generalise the whole country based on limited interactions. 

For example, in Malaysia people in Langkawi are very friendly vs KL where it's less friendly. it is always different from one place to another within the same country; in USA, SF is friendlier than NYC...
