Who has the upper hand at site, the owner , the consultant or the contractor?

Consultant is directly work with contractor and he maintain everything. Owner may not engineer so they no nothing about construction. So consultant play vital role in the site

The Owner has the upper hand of the project but when it comes to th site work each person has their own task to perform by mutual collaborations. The contractor has an upper hand during the process of the work while the consultant and owner involve in major decesion making activities.

The owner cannot provide direct instructions to the contractor at site. So, the consultant provide instructions to the contractor to execute at site. When it comes to Health & Safety the contractor is in charge.
