Is an artist a good graphic designer?

Not necessarily. Art is a form of expression. It can be a bunch of colorful lines on a canvas depicting your excitement. On the other hand, Graphic design follows a set of rules. And so that same art piece can be turned into a book cover about happiness, but you should pay attention to where you put the book's information for the cover to look presentable and for people to gravitate towards it.
