Clear, coherent explanation and wording with appropriate vocabulary, make sure the text is presentable with a structure that doesn't throw information at the reader instead, it should have a clear pattern and a sequence where what you think is important is on top.
Communication has to be clear, brief and respectful. it should be easy in order proper understand for receivers.
CCC - communication has to be clear, concise and courteous.
In my opinion, writing is also a inborn as well as skill work. secondly, depends on type of writing e-g; report writing is different from articles,same for official letters have there own pattern. I also agree the clarity of the subject,content including vocabulary,comprehensive ,structure and impact must be understandable to the respective reader.

4) If you write 5 lines, the reader should be compelled to think about it on 10 lines. Plant a seed - don't gift the tree. Let the reader digest the info and then comprehend it in ways in which he never did before.

Clarity/Focus - any written communication must be easy for its audience to understand, and it must have a point or purpose.
Content - what is the material being communicated? There must be meat on the bone, something for the reader to digest.
Structure - how the communication is structured plays a big part in achieving this clarity... it also corresponds to style.
Style - the tone of voice should reflect both the content and be appropriate for the audience - bullet points work in some cases, long paragraphs that are more educational are better for other cases.
Impact - overall the first four factors determine the impact of the communication. If a piece is clear and focused, relays or conveys information in a well structured way and is delivered with an effective and appropriate style - then the communication will have its desired impact.
The choice of words should be given consideration to deliver the right message. Otherwise written communication should be straight to the point, brief and respectful.
Fluency and command in the language, writing skills and good in communication.
