Is it OK if a company cancels the offer letter of a candidate due to again and again calls for reconsidering the package? why or why not?

Usually offers are valid for a certain period, 1 month in most cases. During that 1 month it is OK to have calls and consideration or a meeting. 

Afterwards, the offer cancel itself if not activated by an actual employment.

It's not OK & not acceptable

This seems like a "Hiring in a hurry" situation which shows lack of coordination of HR team with respective department

It is important that the company and the candidate arrive at an agreement on all elements of the proposed Job Offer. If the company changes part of what was agreed, they would be getting repeated calls to revert to what was agreed earlier. On the other hand, if the candidate is becoming more demanding after agreeing to a lesser figure earlier, the company is free to rescind their offer as such candidates would anyways never stay for long!

Once the Offer Letter offered will not be considering package. Offer letter has been issued after full and final discussion with applicant and applicant agreed upon the negotiation done between applicant and HR then after HR going to draft offer letter. For further consideration may leads to higher approvals from management with valid explanation... Thank you

Packages are always offered with very careful evaluation of any individual than there should be question on it.

Offering a letter is very last stage after having all the negotiations and mutual agreement among employer (HR) and candidate. If HR issues offer letter without having commercials negotiated and agreed, it shall be considered as immaturity of HR personal and candidate must not be stand wrong for the reason being.

This situation shows lack of coordination between HR (or the concerned department) and finance, additionally poor planning. If there is prior knowledge and coordination between departments this should not happen in the companies that respect their image. But if there is sudden budget constraints it may be Okay as this is considered an emergency.
