A PC with IP address "172.16.0.1" and another PC with IP address "192.168.0.1" can they communicate with each other using only one switch?

If those computers are connected to a L3 switch with ip routing active, yes they can communicate to each other.  Otherwise no, they can not.

this communication possible if there is layer 3 switch inserted between two pc,s. both pc,s ip address belong to different classes so they couldn,t communicate each other without layer three. these pc can communicate each other if their net mask is 127.0.0.0 by using any switch

They are connected physically, it remains to configure technically by adjusting settings such as making them at the same network mask or use a Static Route or connecting using any method else.

Yes,  these to sub-nets can communicate with each other providing that you configure a "Static Route" between the two networks. The two networks have to "know" that the other network exist and its proper Gateway for data input and output. There are multiple ways to get these two networks to communicate: 1) Static Routes on each Computer  2) Common Gateway interface  3) NAT via Router 4) Manual Static Route on the switch  5) Static ARP Table entries. 6) manual HOST File configuration on the local computers

The two computers are indiffernet network, so that to communicate two differenet network we need a routing device. Either router or Layer 3 (L3) Switch. if the switch is Layer 3 it will do inter-VLAN and the two pc can communicate.

If it is HWB than they can't communicate but if it is layer 3 switch than we can communicate

Yes they can if the swich has Layer 3 Routing capablity.
