Nothing like it if one can find a person with just the experience he is looking for. But it doesn't happen.
The execution people and planning people have different working attitudes and approach. So it is very hard to find people who like working in both atmospheres simultaneously.
Planning people have strong logical and analytical approach. A good planner can find out the logic and relationships necessary to formulate a plan by interacting with the relevant person and prepare a nice plan. With more experience he can provide proactive approaches to keep the things in control. But one might find him avoiding direct handling of personnel.
On the other hand details bog down the execution people and they thrive on the opportunity and thrill of controlling the manpower in the field.
In addition it is not possible to have an experience of all the aspects of operations or project. So if you can find a planner with just some exposure to the relevant field, he'll do the job for you. And if the planner is really really good, even no exposure to the field will not hamper his output. But the company atmosphere has to be conducive.
They should know about the project or system they are working on.The planner should be a team player,good listener and willing to learn new skills.
