When planning the HR strategy an organization, does revenue matter or employee satisfaction and standards? and Why?

How does employee survey reflecting an organization and their strategy with low revenue growth?  How to react on Increment of voluntary turnover during this crisis? How management should react on this? What are the best solutions prevent this crisis? (suggestions?)

Revenue is the more important, if any organization will grow up with extra ordinary revenue than the organization will be able to pay more. But revenue is relate to the standards and production, for this purpose any organization has to satisfy his employee as well.

Both does matter. You will pay more if you will generate more revenue. people do work for money and financial stability.

there are two customers to an organisation 1. The internal (Employees) and 2.The external. The satisfaction of the internal customers will definitely make the external customer more satify. Meaning it is interwolving, if an organisation want more revenue there should be plan to pay the employee more money. The more the salary the more the output.

Each organization consider revenue for employee cost.  Company standard and employee satisfaction should be considered within the frame work of revenue.  Otherwise the enployee cost will be a burden on company.
