You mentioned EMPLOYEES not an employee that mean there is problem in the hiring division and you have to begain by it first. Or there is no clear qualification mentioned in every job description found in the organization.

In General you have to analyse who he can upgrade himself or not, then you have to make a training plan. You most compare between the cost of training a group of employees or re-hiring a new qualified employees, because any decision it cost money and if the decision took wrong that mean it come back on you the result.

This shows lack of technical skills in candidate assessment and the concern heads are required to go through training first. Now the performance is not up to mark so due to competence level then the simple rule is to train and groom that person on job and clearly laid down his expected performance and provide ample training. Once the training is over then review the performance to check the training evaluation and improvement in performance.

In case of positive improvement encourage the behavior and update the employee and in case non-performance, revise the step again or change the job, if possible.
