i think that these two factors complete each other and it is essential to have a good skill and behavior in order to succeed in any task.
I believe both are needed on the job, the required skills, and the appropriate behavior. However, the former can be attained and learned on the job through enactive mastery or vicarious modeling, while the latter is based on already formed attitudes, beliefs, and values and therefore more difficult to change or mold. Personality and therefore the attitudes and behaviors resulting from that personality is a very important and complex issue that cannot be compared to acquired skills.
both are important however, I prefer the behavior. you can always improve your skill set but never a bad behavior.

For me my choice is behavior because skills you can put that or train a person to get a skills or empowered them but and attitude is already within the person and that is one thing you cannot teach. When a person having a good attitude plus train and empowered him/her that will be great.
