Yes translator these days can help however it gives a wrong impression to other speaker or they might get offended by these actions and sometimes we are not connected to the internet to process the translation.
To make an effective communication even though there is a language barrier you can actually make an adjustment learn how to speak according to other speaker phase of speech. Talk slowly, use hand gestures to demonstrate, show pictures (if resources is available) so the other speaker can fully understand what you are trying to say. You need to show some patience as well while talking to them (why?) in that way you can actually show them your professionalism, in my experience it gave them some confidence to study atleast some word that might help them while speaking with other person (except you). You're only not helping yourself but you are helping them eventually.

It is known that approximately 80% of the communication is non verbal so the body language does the most part of it; therefore, we can communicate to a certain extent without us needing to use the other 20%, the verbal communication. Therefore, my answer is yes, we can communicate without speaking the same language but it depends on the message we need to deliver or receive.
