I like the previous answers with clearly state that in 'crisis' situations it is needed as HR to stay calm and a beacon in a stormy sea. Focus on keeping your best people, stay motivated and if necessary prepare people for the worst. That is why every HR department should have a contingency plan in case critical situations occur. Be open and honest about it and explain why. Partner with business to define key features and direct your actions to it. By empowering your colleagues you ensure everyone can act directly and according the planning. 

To be honest I think that in case of war another scenario plays an important role; and national interests will take over from organizational interests.Your contingency plan still plays an important role because it tells you what minimum resources you need to run the operation. But it can be completely overrun through actual facts and events......

By Providing Better Working environment, Depends on the circumstance for instance if there is a recession , Managers should motivate their employees by empowering them and delegating tasks to them as the Economic conditions is not stable salaries and money factor will not be used to motivate due to the critical External Economic Conditions. By empowering employees they would feel satisfied and can be patient as they will keep in developing and gaining more experience which will be reflected in their future so from there you as a company will have an advantage to win their patience and in the mean time you as a company will win also that there will no be operational delays from massive rates of turn over or employee absenteeism. All the mentioned above is in vital need to be coordinated with the talent manager/ Management section in the HR Department in order to ensure consistent development of the employees capabilities and skills which will result in better performance and will turn as a factor that will help the country to recover the recession faster due to more productivity that will result from the improved performance and there will be for example better quality and more exports , more foreign currency and better recovery.
