It is somehow right. From my perspective, each Job title has it's own job description, a general one which most of the companies follow and which is familiar to HR. However, the hiring departments or managers usually modify the job description according to their needs and according to the nature of the work. HR department is not always aware of the nature of the added details or tasks.
