On starting of this year I read that "Plan your target of achievement for new year" ! How an individual can make it possible without resources ?

Thanks for the invitation, this question is so broad but i may add,

1. decide you objective based on your vision and mission

2. conduct a survey of your ability (SWOT analysis) to know the threats and opportunities compare to your strengths and weakens  

3. develop your strategy

4. decide on the resources required

5. make a different scenarios to achieve your goals

Be your own resource. Make it a mindset, put more effort in, change the way of thinking, be positive.

The sentiment behind the phrase is fine, but the phrase itself is very unhelpful.  It should be something like,

'Decide on your target (or goal) for the year; choose a strategy to achieve that target, and make a plan.'

Your goal should be a SMART goal.  If you don't know what that is, look it up. 

I don't understand your comment "without resources".  You have many resources, including a year of time and access to the internet.   Your goal must be realistic, and so it must take account of your resources. 

By planning to create resources first. Its the first step towards your targets.
