Each of the numerous participants in the process of planning, designing, financing, constructing and operating physical facilities has a different perspective on project management for construction. Specialized knowledge can be very beneficial, particularly in large and complicated projects, since experts in various specialties can provide valuable services. However, it is advantageous to understand how the different parts of the process fit together. Waste, excessive cost and delays can result from poor coordination and communication among specialists. It is particularly in the interest of owners to insure that such problems do not occur. And it behooves all participants in the process to heed the interests of owners because, in the end, it is the owners who provide the resources and call the shots.THANKS

I was asked to answer this question, so I will try do so using only my career expertise and not my college degree direction. I am not an engineer, I have studied Management in my MBA and have worked with people and services and products and all kinds of resources for the last almost 22 years. I am certain that any project management software by a decent and popular company will be a very important tool for the process of managing the resources. But in the end the decision making is done always by people not by any software. At least not till today. So the limited resources factor can mean any number of things. Limited as in not as much as it should but enough to do the day to day activities for a number of days or weeks, or limited as in not the resources truly needed for the actual daily activities. I think the most important thing in a construction is what is always the most important in every venue, time!!! So in both cases I would try compute the time needed for the best possible outcome of the work done using my resources. Also if I were the decision maker I would care for the cost as well but even more I would care for the safety of the human resources and the best possible structure of the building. I hope I gave an idea of how I would deal with such a challenging issue. Thanks for the invitation to answer this question!
