Actually it is very hard situation, but I have to, so I will start with non essential employees even they are working hard and very good, but it is order from top management
There is no option if it is already derided. Still i will try to accommodate them to some other departments. Else i will ask management to send them on long leave rather than terminating.

Act upon according to following points.
1-Try best efforts for adjustment surplus staff in other departments.
2-Evaluate the staff according to performance & accuracy.
3-Evaluate staff according to skills, education, experience, behaviour.
4-Select & List dynamic, skilled and most performing employees.
5-Make a list of employees who are most profitable for the company.
6-Make a list of less skilled, lazy, and less profitable staff.
7-Paper work is the ready for final decision.
If the company says you have to "give a head", there is nothing you can do, but give it. Or give yours (quite the job).
If you are a team manager, hopefully you know your team so well, their individual strengths and weaknesses, their potential and attitude so well that the decision will not be hard. You always give up the weakest link at any given moment. Why?
Because more often than not, you will have to perform at the same level with less people as you did before with more. So it is crucial for you and rest of the team that you choose the one contributing least.
This does not even have to mean you should give up the least hardworking or least smart. If you have an excellent performer with a sucky attitude or a lousy team player, that might be your choice. In the end you are evaluating not only the individual performance / contribution of each team member and their potential but also their impact on overall team performance, as you have to make as little damage to the team overall, as possible.
As I said, If you know your people well, and if you are aware of their contribution (both of the WHAT and the HOW), it should be an easy one for you, even if you are only left with GOOD people. Because some are still better than the others...

i will create a strategy that can make me rank them according to their perfomance,then i can select those with lower ranking to be terminated.
