you will need to study the Principles of RF Network planning and Optimization, Antenna Systems and Radio Systems.
You also need to understand the whole architecture of Cellular network
You need to study Project management and/or MBA or Msc .Telecommunications Management ; this is to help you manage OPEX/CAPEX as well as Human Resource better.
Then you need experience in the RF Planning department for some years and be involved in Rollouts, modernization and Swap Projects. From then you may start progressing gradually into a management role.
You also need to learn how to engage the Regulator
