When we ask for a certain amount of experience - we always mean 'relevant' experience. If I am planning to hire a 'Trainer'. I can't do much with someone who has been doing 'Data Entry' for 10 years!

Based on the company requirements size of work or work load with the basic experience criteria, knowledge on that job and what is the understanding level of work within company mass environment. Testing on this the candidates are recruited.

An individual with an open mind to learn and grow in the organisation or company is an important asset to any business. It will stir the individual with a passion to grow and be someone leading the business with a positive attitude and dedication for the work they will be doing. An individual can be a Ph.D in specialist category and still not have the driving force to conduct any business hence it is necessary for us to be practical and assess the individual if it is an important position and responsible one too, as it helps the company gain more repute and goodwill. For example if a person is put to do a test of assembling a computer and the time range is 45 minutes now if this is not done in the time frrame the individual is not able to do the job he or she says they can do it hence the assessmetnt is mandatory. Being practical sometimes help more than any amount of titles or experience - it is one way of ticking the criteria to fulfill the paperwork and satisfy the management.
The skills required to perform the job is the thing that you should be looking for, a minimum list of skills that you have to recruit for in a specific job that you cannot compromise in.
In addition to setting a measurable skills that makes you pretty sure of your choice and raise the probability of success for this person who will perform the job regardless his educational background.
