Basically, any employee choose to come to the job , manager role comes inside the organization by the following
- Respect employee.
- Motivate employee
- Admit by his- her efforts.
- Celebrate him- her by achievements.
- Develop and train him- her.
- Give him - her appropriate salary.
- Promote him-her when needed.
Then manager convince the employee to stay and build organizational loyalty inside him-her

To keep any employee you need to cover the following points professionally:
1- Clear Organization Structure:
Which help the employee to know his next step in his career ladder and to explain to him how and when he can be promoted.
2- Clear Job Description:
Which focused on the main accountability and the set of KPI's to measure it.
3- Clear Policies & Procedures:
Which explain everything related to him before he join and during his work and after he leave the organization (in details).
4- Clear Salary scale & Rewards:
Where he can feel the fairness by treating him equally with colleagues and get more than the market as additional bonuses such as (Ramadan Bonus, New Baby, Marriage gift...etc.)
5- Continues Training & Development:
Where he can be selected to attend necessary training which can added value to him professionally & personally.
6- Reasonable working days & Hours:
Select the most suitable working days and the best timing with flexible attendance program specially in the morning where it can be difficult to some employee to attend on time.
From my opinion this can be a big support to employee to continue with the organization and also to get out the best of the employee in serving the organization.
Thanks for the invitation, since this question is about reactive approach, therefore the answer would depend on the issue/concern due to which employee is resigning.
To put it simple in broader aspect, the manager should try to address the reason of resignation if he/she can.
It all comes down to the manager and employee relationship. An employee should respect the manager's decision and a manager should respect the needs of an employee. If the employee get a better opportunity to work in another organization then a manager should face this scenario with integrity and must respect the choice of employee.

Showing the good side of the company and not to discourage them at all time
analyz the sitiuation : first i sit with the employee and find out why he/she wants to leave the job? after i got the answers from the employee i well try to offer him new solutions than i see what does he /she really wants and make it happen if it is possible .
